Loan Insurance for Implementation of Japan–U.S. Strategic Investment Initiative
Nippon Export and Investment Insurance
Nippon Export and Investment Insurance (NEXI, Chairman and CEO: Atsuo Kuroda) has decided to provide insurance for the loans related to the initial investment execution of the project implemented under the Japan–U.S. Strategic Investment Initiative agreed between the Governments of Japan and the United States.
Based on the Memorandum of Understanding with respect to the Japan–U.S. Strategic Investments agreed upon and announced by the Governments of Japan and the United States in September 2025, NEXI has been in close coordination with relevant ministries and institutions to secure the necessary investment financing through NEXI insurance product.
Pursuant to the Memorandum of Understanding, the Governments of Japan and the United States have agreed to promote the following two projects in the United States1. To support the financing required for Japanese investment in these projects, NEXI provides insurance for loans extended by Citibank, N.A., Tokyo Branch and JPMorgan Chase Bank, N.A., Tokyo Branch to the Japanese investment entities serving as the investment vehicles (established and invested in by the Japan Bank for International Cooperation (JBIC)).
1. A natural gas-fired power plant construction and operation project in Pennsylvania (Insured Amount: Approx. USD 1.596 billion)
2. A natural gas-fired power plant construction and operation project in Texas (Insured Amount: Approx. USD 1.474 billion)
The Government of Japan has indicated that promoting these projects aligns with the objectives of the Strategic Investment Initiative: promoting mutual benefits; ensuring economic security; and promoting economic growth of Japan and the United States. NEXI will continue to coordinate with the Government of Japan and relevant institutions for the implementation of the Japan–U.S. Strategic Investment Initiative.
