Signing MOC with Quad ECAs

Nippon Export and Investment Insurance (NEXI; Chairman and CEO: Atsuo Kuroda) has signed a Memorandum of Cooperation (MOC) with Quad Export Credit Agencies (ECAs), Export Finance Australia (EFA), ECGC Limited (ECGC) and Export-Import Bank of the United States (USEXIM) in Oslo, Norway on 23rd April, 2024.

In the Quad Joint Leader’s Statement¹ released on 24th May, 2023, Quad ECAs are remarked as making an important contribution to the prosperity of the Indo-Pacific. Also, strengthening cooperation through a MOC is positioned as one of the efforts by four countries to continue and strengthen the commitments, and this conclusion of MOC is in line with this objective.

This MOC is expected that the participants commit to a free and open Indo-Pacific that is inclusive and resilient made by their respective governments via the Quad Leaders Statements to the principles of freedom, rule of law, democratic values, sovereignty and territorial integrity and peaceful settlement of disputes, and intend to seek opportunities to cooperate to support the prosperity of the Indo-Pacific.

Since before signing this MOC, Quad ECAs have regular and ongoing exchanges between our organizations including technical-level exchanges at the time of Berne Union meetings, and other occasions including workshop on new technologies and start-up support hosted by NEXI in 2023². Also, to facilitate information exchanges and develop joint approaches, we commit to an annual meeting of Quad ECA Heads and for key officials from each of our agencies to meet periodically to identify and coordinate on projects of mutual interest and consider further steps to deepen our cooperation³.

Following the signing of MOC, Quad ECAs released a Joint Statement on Enhanced Quad Export Credit Agency (ECA) Cooperation.
