The Guidelines are intended to cover a whole range of projects containing different elements, such as type of insurance facilities, the nature of each project, and the timing of NEXI involvement. It is almost impossible, not to mention impractical, to cover all potential projects in the Guidelines. It is more appropriate to deal with different projects on a case-by-case basis, rather than include them in the Guidelines, and that is why the phrase "when necessary" is sometimes used in the Guidelines.
