Q.What is the timing of information disclosure and what is included in the disclosed information?

The Guidelines stipulate that “upon completion of the screening of a project, NEXI discloses, as soon as possible” and “in a manner that allows enough time before decision-making on covering by NEXI.” Specifically, when screening of a project has been completed, NEXI discloses on its website, the project name, country, location, outline of the project, sector of the project, and its category classification, as well as reasons for the classification. In addition, the Guidelines defines Environmental and Social Impact Assessment (ESIA) report together with environmental permit certificates issued by the project country’s government as " ESIA reports, etc." and in the case of projects classified as Category A and B projects, NEXI discloses an ESIA report and notifies its receipt on its website upon receipt. This is based on the idea that the Environmental and Social Impact Assessment (ESIA) report based on the environmental assessment system of the project country usually obtains the approval (environmental permit) of the country concerned. Further documents generally “disclosed to the public in the project country” out of the “documents other than the ESIA reports, etc. obtained by NEXI from the Applicants for confirming environmental and social considerations” (these include documents that can be used for confirmation of environmental and social considerations where (i) there is no system for environmental assessment in the project country; (ii) the project is out of the scope of the environmental assessment system of the project country and therefore no ESIA report is prepared; and (iii) an ESIA report is prepared under the environmental assessment system of the project country but NEXI decides additional information is required. In addition, depending on the project, resettlement action plans, livelihood restoration plans and indigenous peoples plan, etc. could be included) are also disclosed on its website. Documents generally “disclosed to the public in the project country” also include the documents which the project sponsor has given consent to publish on the website.
The environmental review results regarding the Category A and B projects are disclosed on NEXI’s website upon insurance contract conclusion. NEXI must take into account competitive relationships of Applicants when disclosing information. Information connected to the commercial confidentiality of the Applicants, such as the name of the specific project company, insured amount, and type of insurance, is not disclosed on the website.
